Sen. Gary Siplin has proposed a bill that would make students pull up their baggy britches or else face penalties. Some Highlands County school dress codes specify that pants are to be worn at the hips and be no more than one size larger than the proper size for the student.

AVON PARK — The sagging pants fashion fad, that is big with some youngsters and young men, is not welcome in Highlands County District Schools.

Avon Park Middle School administrators toughened the school dress code this school year because of the big problem with baggy pants.

"Before if their pants were falling down we'd give them string or we'd give them a belt and it got to be ridiculous," because it was such a common occurrence, Dean of Students Shane Wirries said Thursday. "We have kids coming with a size 36 waist [pants] and they are a 28."

Now students cannot wear pants that are more than one size too big. If they do show up at school with droopy pants they must have a parent come to school with a proper size trouser or the student spends the day at in-school suspension.

"We are not going to try to gap those up or fix it for them anymore because it was becoming such an everyday thing," Wirries said. "We still have a little bit of it here and there, but not like every day issues with it."

Many of the students with the oversized pants wear shorts underneath, so it's not always an issue that their boxer shorts are showing, he added.

The school still has about two sagging-pants instances a week prompting a call to the student's home.

Sebring Middle School Assistant Principal Doug Thoburn said, "we have some students that that's their style. We correct students as needed and it doesn't really pose a great problem."

The school's dress code requires pants to be worn at the hips, as they are designed to be worn.

Safety is the biggest concern when the pants are real low and bunch up around the feet, he said. "We deal with it on a case-by-case basis. In my years of administration, I've never had a situation where a student didn't correct it when they were asked to do so."

Now that students are aware of the dress code requirements, only about one or two students per week are told to pull up their pants, he said.

"I don't view it as a negative; I just view it as something we need to address for safety" Thoburn said.

The Hill-Gustat Middle School dress code states: pants, shorts and skirts should be worn at the natural waist and be at least finger-tip length (including slits). These clothes should be worn as intended, no more than one size larger than the normal size required and hemmed no longer than the heel of the shoes.

Florida's Prekindergarten-12th Grade Education Committee unanimously approved Sen. Gary Siplin's "pull up your britches" bill (SB 302). It will go to the Senate floor after the Legislature convenes its regular session in March.

After previous failed versions, this year's bill calls for a warning and phone call to parents the first time a student exposes his or her sexual organs, even if covered by underwear, in a vulgar or indecent manner.

A second offense would result in a three-day suspension and additional violations would draw 10 days. Stop worrying about our childrens underwear and start being concerned with their education.
